What is the Empowering Islands Programme?

The Empowering Islands programme is the capacity-building pillar of the GTI Academy. It is designed to support island governments, utilities and energy practitioners in translating climate ambition into structured, technically sound and implementable 100% renewable energy roadmaps.

Aligned with the GTI 100% RESI Initiative Methodology, the Academy follows the real lifecycle of an island transition from strategic planning and technology selection to grid operation and financial structuring. Each workshop focuses on a key decision point, combining technical insight with economic and investment perspectives.

Participation is exclusively reserved for technical officers and decision-makers currently responsible for energy planning and system management of islands within:

  • Regional administrations
  • Regulatory authorities
  • Utility companies

Workshop 3 focuses on the terrestrial resources that provide the critical, 24/7 baseload foundation for island grids. While solar and wind offer flexible, low-cost generation, geothermal heat and organic waste streams can deliver the firm power needed to achieve stable 100% renewable energy without prohibitive storage costs. The session equips participants with the tools to assess, deploy, and integrate these technologies within their specific island contexts.

Participants will explore:

  • Assessing site-specific geothermal resources, including mapping subsurface reservoirs and deploying scalable infrastructure to guarantee grid stability
  • Transforming island waste management burdens – municipal solid waste, food waste,and agricultural byproducts – into reliable energy assets through biogas and circular economy solutions
  • Deploying Combined Heat and Power (CHP) and Waste-to-Energy systems to unlock
  • multi-sectoral benefits including grid flexibility, cooling, and heating
  • Navigating capacity auctions and overcoming the challenges of scale, with real-world case studies including geothermal deployment in the Azores
  • Understanding the multi-dimensional benefits of terrestrial energy assets, from energysecurity and grid stability to economic diversification
