Energy Transition 4 Energy Security: The Belém 4x Pledge on Sustainable Fuels

The World Bioenergy Association (WBA) is pleased to participate in the UNFCCC SB64 side event “Energy Transition for Energy Security: The Belém 4X Pledge on Sustainable Fuels”, organized by Brazil, the Business Council for Sustainable Energy (BCSE), the Global Compact Network Brazil, the World Bioenergy Association (WBA), and the Clean Energy Ministerial (CEM).
 
Launched in the lead-up to COP30 in Belém, Brazil, the Belém 4X Pledge on Sustainable Fuels (BELÉM 4X) invites countries to work collaboratively towards expanding the global use of sustainable fuels by at least four times by 2035 compared to 2024 levels, while taking into account different national circumstances and starting points. To date, the initiative has been endorsed by 28 countries.
 
The pledge responds to the outcomes of the first Global Stocktake under the Paris Agreement, adopted at COP28, which highlighted the need for deep, rapid, and sustained greenhouse gas emissions reductions and called for accelerating the transition away from fossil fuels in energy systems. Sustainable fuels, including liquid biofuels, biogases, low-emission hydrogen, and hydrogen-based fuels, are expected to play a crucial role in reducing emissions from hard-to-abate sectors while strengthening energy security and supporting economic development.
The side event will introduce the BELÉM 4X initiative to the SB64 audience and discuss its role within the COP30 Action Agenda and the implementation of the Global Stocktake. Participants will explore how the pledge can reinforce existing UNFCCC processes and contribute to scaling sustainable fuel solutions globally.
 
Representing WBA, Gunnar Placzek, Policy Officer at the Association of the German Biofuel Industry, will participate in the session “Sustainable Fuels for Energy Security and Economic Development.” His intervention will focus on the role of biofuels in decarbonizing the transport sector and the contribution of sustainable fuels to achieving the objectives of the Belém 4X Pledge.
 
WBA looks forward to engaging with policymakers, international organizations, industry representatives, and civil society stakeholders on the opportunities and challenges associated with accelerating the deployment of sustainable fuels worldwide.
